Creation of the Russian Registry
National registry of the Russian Federation (Russian registry of carbon units) is a standardized electronic database which contains, inter alia, common data elements relevant to the issuance, holding, transfer, acquisition, cancellation and retirement of emission reduction units (ERUs), certified emission reductions (CERs), assigned amount units (AAUs) and removal units (RMUs) and the carry-over of ERUs, CERs and AAUs. Creation of the Russian registry serves the purpose to implement the Kyoto Protocol, to execute the federal law of November 4, 2004 № 128-FL “On ratification of the Kyoto Protocol to the United Nations Framework Convention on Climate Change”, to carry out the order of the Government of the Russian Federation of 20.02.2006 №215-o, the Integrated Plan on implementation of the Kyoto Protocol by the Russian Federation and the MNR Action Plan on implementation of the Kyoto Protocol provisions.
Functions of the Russian Registry
1.
National registry shall
ensure the accurate accounting of the issuance, holding, transfer,
acquisition, cancellation and retirement of AAUs, CERs, ERUs and RMUs
and the carry-over of ERUs, CERs and AAUs.
2. To ensure the data exchange between the Russian registry of carbon units and other national registries. To interact with national registries of other countries only through the ITL Communication Hub. 3. To ensure public access to the information through the Internet on a constant basis: · Account information (holder, contacts); · Information on overall amount of units; · Current holdings on each account; · Information on Joint Implementation (project’s title, disposition, years of ERU's issuance); · List of legal entities authorized by the Russian Federation to participate in the Kyoto mechanisms.
Security Measures of the Russian registry of carbon units ensure
Confidentiality:
data is encrypted so that the third party that doesn’t concern to the
transaction couldn’t read it.
Authentication:
communicational systems of the Russian registry are unique identified
and surely recognized.
Impossibility of
renunciation of the activities: complete and final record of all
activities should be foreseen in order that these activities couldn’t
be disputed or denied.
Integrity:
impossibility for any third party not concerning to the transaction to
alter the data that Russian registries exchange.
Possibility of
control: providing audit for every message and every message sequence.
Functions of
internal computer-aided control: providing data protection from
unauthorized operations, data conservation and reconstruction in case of
a failure.
