Governmental Decree of the Russian Federation
of December, 15-th, 2006. №1741-r 

In order to provide functioning of the Russian Registry of Carbon Units in compliance with the UNFCCC requirements, accept a proposal of the Ministry of Natural Resources of the Russian Federation that is agreed with the Ministry of Economical Development of the Russian Federation and Roshydromet on the "Federal Centre of Geoecological Systems" assignment as an organization-administrator of the Russian Registry of Carbon Units.
