on the procedures for keeping the Russian registry of carbon units

For the purpose of realization of the Russian Federation Governmental Decree of 20.02.2006 ¹ 215-r (Code of laws of the Russian Federation 2006, ¹9, page 1043)

it is ordered:

to approve the enclosed procedure for keeping the Russian registry of carbon units (further as the Procedure).

The Procedure
of forming and keeping the Russian registry of carbon units

 

1. The present Procedure has been developed to execute the Russian Federation Governmental Decree of 20.02.2006 ¹ 215-r (Code of laws of the Russian Federation 2006, ¹9, page 1043) and regulates the forming and keeping the Russian Registry of carbon units (further as the Registry).

2. The main goal of forming and keeping the Registry is to provide accounting of emission reduction units (ERU), certified emission reductions (CER), assigned amount units (AAU) and removal units (all these further referred as carbon units) in pursuance of Article 7, paragraph 4 of the Kyoto Protocol to the United Nations Framework Convention on Climate Change (further as the protocol).

3. Russian Registry is formed and kept by the Registry administrator organization approved by the Russian Government

4. The Registry consists of software and hardware complex and of informational resource.

5. The informational resource of the Registry consists of the public-available Internet web-site and of the electronic data-base.

6. Keeping of the registry is carried out in Russian

7. All operations on forming, keeping and modernization of the Registry have to be in compliance with COP/MOP decisions of the United Nations Framework Convention on Climate Change (UNFCCC)

8. Registry’s data structure and format have to be formed according to COP/MOP decisions

9. The information on carbon units must be included in the Registry

10. While forming and keeping the Registry these operations are carried out:

  • filling and maintenance of the web-site;

  • reservation of carbon units including the projects carried out under the Article 6 of the Protocol;

  • issuance, holding, transfer, acquisition, cancellation, retirement and carry-over of carbon units according to UNFCCC, decisions of carbon units owners, MNR and MEDT of the Russian Federation under the paragraphs 11 and 12 of the present Procedure;

  • keeping the fundamental documents for Registry operations;

  • other actions envisaged by COP/MOP.

11. Issuance, cancellation, retirement and other operations with units are executed by the Registry Administrator on the written direction from the Ministry of Natural Resources of the Russian Federation according to COP/MOP decisions.

12. All the transactions in the Russian Registry under the Article 6 of the Kyoto Protocol could be initiated relying on the written direction from the Ministry for Economic Development of the Russian Federation in 10-days period after receiving these documents:

  • Copy of Project Passport

  • METD directions on reservation, acquisition and transfer of carbon units on proper accounts of the Russian Federation for each project under the Article 6 of the Protocol

  • Information for publishing on the web-site (according to COP/MOP decisions) about each Article 6 project

13. METD of the Russian Federation provides the Administrator with a list of officials that are entitled to receive information from the Registry. It also defines the amount of information each official can receive. The list must include:

  • first, last and parental name of the official;

  • type, number, series, date and place of the identifying document issue, the body that issued the document;

  • post;

  • the amount of information he (or she) can receive;

  • signature example.

14. The Registry provides METD with information after the written inquiry from officials noted in the paragraph 13 of the Procedure.

15. The Registry Administrator annually (not later than January 20) provides the Federal Service for Hydrometeorology and Environmental monitoring with information that is to be included to the Russian Federation annual national cadastre on emissions from sources and absorption of greenhouse gases and with information for reporting according to the Article 12 of UNFCCC (Code of laws of the Russian Federation 1996, ¹46, page 5204), ratified by the Federal Law of the Russian Federation of November 4, 1994 ¹34-FL (Code of laws of the Russian Federation 1994, ¹28, page 2927). The format of the provided information is defined by COP/MOP Decisions

16. The Administrator of the Registry provides MNR with any necessary information and annually (twice a year before July 20 and January 20) presents reports on Registry’s condition, accounts, users and operations that were carried out.
